CASTOR returns, but at risk

RAL reopened the ATLAS CASTOR instance today, but it still runs "at risk". On the operations side we have turned on the functional test data to RAL to provide load while the experts still try and nail the problem.

If you do have a problem getting then it is worth checking the status with atlas-support-cloud-uk@cern.ch before reporting a bug.
